Some things are made only in the Workshop, from what your buildings make. Each is a key: having one opens buildings, a tab or a site, and later buildings cost them.
The chain runs from the ground to the sky: ore becomes metal in the Smelter; metal and stone become beams, metal and coal become plates; plates and beams become parts; parts and alloy become hull sections; and everything built above the ground needs hull sections.
